The intersection of 15th and Market had been off limits. The base imposed the ban after Airman 1st Class Shaquille Hargrove was shot to death during an altercation outside a restaurant.

Even though the ban has been lifted troops are being encouraged to be cautious.

Denver police still have no leads in the case, but they did release a sketch of the gunman based on eyewitness accounts. He's described as a light-skinned black male in his 20s.
