Both private security and Denver police officers were patrolling the event. Security officers were at every entrance patting down festival goers and searching their bags for weapons before allowing them in. Denver police were also there but taking more of a hands off approach.

Despite being illegal, dozens of people at the rally could be seen lighting up and there was a smoky haze over Civic Center Park.

Of the many publicly consuming marijuana only about 30 or so people have been cited by police over the past two days. Denver police say those people who were ticketed were blatantly breaking the law. Denver police spokesperson Sonny Jackson says that's when they step in.

"Were not going out seeking it, but if we come upon it we are definitely going to enforce the laws," Jackson said. "We're patrolling and we come upon it, there's obviously some people we are not seeing, but if we come upon it we will cite you."
