Boulder To Form Its Own Utility

BOULDER, Colo. (AP) — Boulder voters have decided to create a municipal utility.

A proposal to allow Boulder to sever ties with Xcel Energy narrowly passed, along with a measure to finance the first steps to create a utility.

Supporters said Boulder's reliance on Xcel contradicts city efforts to reduce carbon emissions. Much of Xcel's energy comes from coal.

Opponents said there is no guarantee Boulder can produce more renewable energy on its own than Xcel, which by law must get 30 percent of its power from renewable sources by 2020.
