Man Sentenced To 24 Years For Sex Trafficking

DENVER (CBS4)- A Denver man will spend the next 24 years in prison for sex trafficking. Phillip Hines was found guilty on Oct. 14 for human trafficking, pimping and pandering.

Hines was sentenced on Thursday to 24 years in the Department of Corrections to be served concurrently with 19 years on the pimping charge and six months on the pandering charge.

The sentence took into account the high degree of manipulation and planning on the part of Hines and the life-long damage his actions had on the women he controlled.

Hines who went by the street name "Philly" arranged meetings, booked hotel rooms and orchestrated prostitution activities for the woman he coerced into working for him in Denver, Lakewood and Glendale. All the money the victim earned from Jan. 2011 until Jan. 2015 went directly to support Hines.

The Denver DA said Hines would control his victim through beatings and the use of drugs. At one point Hines, who was in a halfway house, traded his victim to a pimp in Fort Collins so she could continue to support him while he was in custody.

Hines is the first case involving an adult victim to be found guilty at trial in the 18th Judicial District under the human trafficking law that went into effect July 1, 2014.

"While Colorado's weak sentencing guidelines in this area allowed this criminal to be probation eligible, Judge Collins recognized how serious this conduct was and appropriately sentenced the defendant to a lengthy period of time in the department of corrections," said District Attorney George H. Brauchler. "The public is safer because of Judge Collins' sentence."
