Police sources say the 17-year-old was first identified through his cellphone, which sources say was used to call and summon Bloomquist's cab. He was first arrested on an unrelated charge on Sept. 10 in Denver and has been in custody since then. He was served his arrest on suspicion of first-degree murder Sept. 17 while in custody.

The teen remains in juvenile custody on an unrelated case.

Lynn Kimbrough, a spokeswoman for the DA's office, told CBS4, "The threshold for us is we have to believe we can prove a criminal charge unanimously to a jury."
