'That's An Unusual Circumstance' Says Sergeant About Arrest In Fatal Fort Collins Shooting

3271481FORT COLLINS, Colo. (CBS4) - Police in Fort Collins arrested a suspect wanted in connection with a deadly shooting Tuesday night near the Colorado State University campus.

Officers arrested one suspect less than an hour after the shooting. Police said Andrew Michael Watkins contacted them from the Larimer County Jail just about 20 minutes after the shooting. Watkins, 26, was taken into custody at that location and booked into the jail on suspicion of second-degree murder.

The shooting happened just before 11 p.m., in an alley between West Myrtle Street and West Laurel Street, near the Alley Cat Cafe on the eastern edge of the CSU campus. Three witnesses, including an emergency medical technician, tried to help the victim.

When officers arrived on scene, they found Randall Cargill, 25, had been shot multiple times. He died from his injuries.

Several witnesses have been identified and interviewed by police, however police believe there are still witnesses who have not come forward. Officers request those witnesses contact them to be interviewed about what happened.

According to police, Watkins turned up at the Larimer County Jail saying he had information about the shooting.

"That's an unusual circumstance for sure," Sgt. Dean Cunningham with Fort Collins police said.

Watkins didn't tell officers he fired the gun. Instead, Cunningham said police figured out Watkins matched witness descriptions and took him into custody.

"The officers at that point were working their way through, trying to figure out what had actually happened on scene, and what was going on with this gentleman," Cunningham said.

Police are not yet revealing what might have prompted the shooting, but witnesses say the men knew each other and people saw them around the alley before.

"Just seen them in the crowd -- you kind of can get that vibe from certain groups of people that are hanging out here, you know they're up to things that are not necessarily proactive or even legal for that matter," witness Julian McCabe said.

Watkins remains in the Larimer County Jail.
