'Enough Is Enough,' Biden Says About College Sex Assault

DENVER (CBS4) - Vice President Joe Biden visited Denver on Friday to discuss an initiative aimed at curbing sexual assault on college campus.

Called "It's On Us," the program asks college students to make personal pledges to recognize that non-consensual sex is sexual assault and to intervene in situations where consent can't be given.

An estimated one in five women has been sexually assaulted during college, the White House said Friday, and only 12 percent are reported.

"Enough is enough," Biden said in Denver.

During a discussion with Denver Mayor Michael Hancock, community leaders and abuse survivors, he called it a "god-awful, virulent form of violence."

As part of the program, the White House is advising every school district and college that receives federal funding about their legal obligations to prevent and respond to sexual assault. The Obama administration is also creating a task force to work with universities on the issue.

Biden also unveiled a new campaign to fight domestic abuse.

"We'll win -- and I think we can -- when we change that cultural norm," Biden said. "No man has a right to raise his hand in any circumstances."

More than 200 colleges and a number of organizations, including the NCAA, have pledged to take part in the White House's campaign.
