The incident happened at 609 North Greydene in Canon City on Wednesday. A neighbor told police a dog was outside crying.

Police say when they got there the dog was shivering in a dog house with a bowl full of frozen water.

They say the owner, James Rowe, 35, refused to bring the animal inside.

When the officer said he would arrest him for obstruction of justice there was a fight. That's when Justin Pratt, 21, jumped in to help the owner and police say he caused more problems.

Both men were arrested on assault charges and Rowe was charged with obstruction of justice.

The dog will be okay.
