Colorado Springs emergency officials urged people in low-lying areas to get to higher ground Friday night.
The National Weather Service says about 1.3 inches of rain has fallen in the area burned by the Waldo Canyon Fire last year and near Manitou Springs. Areas burned by wildfires are particularly vulnerable to flash floods because the burned soils don’t absorb as much water.
