Treatment Center In Pueblo Accused Of Placing Teens In Solitary Confinement

PUEBLO, Colo. (AP) - A youth treatment center has agreed to work with the state after inspectors banned it from placing unruly teenagers in what was effectively solitary confinement.

The state probe followed complaints from the American Civil Liberties Union of Colorado that youth were being locked up at El Pueblo Boys and Girls Ranch. State inspectors found three violations of regulations and ordered the facility to stop placing teens in so-called "reflection cottages."

El Pueblo released a statement that said it would obey the order from the state Department of Human Services. President Sherry Baca said: "We will work with the Department to return the Cottages to appropriate service."
