DENVER (AP) – The Colorado Commission on Higher Education has formally adopted a statewide master plan for higher education, with goals of boosting how many Coloradans earn college degrees.

The commission plans to finalize performance contracts with colleges and universities by year’s end. The contracts will include benchmarks to gauge how institutions are performing in meeting the state’s education goals. They also could be the basis for future performance funding from the state.

The commission wants to have 66 percent of Coloradans ages 25 to 34 achieving certificates or degrees by 2025. Higher education institutions also are being asked to improve academic remediation programs, reduce the average time it’s taking students to earn certificates and degrees, keep college affordable, and reduce attainment gaps among students from underserved communities.
