Colorado Springs Law To Limit Bell Ringers

COLORADO SPRINGS, Colo. (AP) - The Colorado Springs City Council has given final approval to a new panhandling law that would prohibit the El Paso County Salvation Army from bell ringing in a downtown area.

The new law goes into effect next month. Business owners downtown told the council that they need panhandling limits to stay downtown.

The El Paso County Salvation Army's Red Kettle Campaign raised $68,000 last year and accounts for about 15 percent of the organization's income. Money raised from donations goes to help homeless and low-income residents.
