ASPEN, Colo. (CBS4) – Grocery bags have sparked a lawsuit in Aspen after a group says charging a fee for using plastic bags is actually a tax increase.
Aspen has banned plastic bags at grocery stores and imposed a 20 cent fee on paper bags. It’s trying to get everyone to use recyclable bags but an anti-tax group is suing. It argues the fee for paper is essentially a tax and must be approved by voters.
