DENVER (AP) – The Colorado Supreme Court has upheld a rate increase for basic phone service sought by Qwest, raising the rate from about $15 to $17 a month.

The Colorado office representing consumers had challenged the increase sought by Qwest, saying there was no proof the increase was justified.

CenturyLink acquired Qwest Communications International Inc. in 2011.

The court ruled Monday that the Public Utilities Commission properly considered all of the facts and the increase is justified.

The ruling also affects message maximum rates and other services.
