Woman Says Alleged Peepers Had Binoculars

BOULDER, Colo. (CBS4)- The woman who told police she was the target of two peepers said one of them was using binoculars to look at her.

According to the arrest affidavit, she yelled at the men, "I see you" and saw them lean back in their seats. "I can still see you. I'm going to call police."

The two suspects are believed to be Lee and Travis Gould. The cousins are on leave from their jobs in the Boulder Public Works Department. They were arrested Nov. 1 on charges of attempted unlawful sexual contact.

"We're supposed to be ambassadors to the community, represent our community. This is not typical of what a city employee does," said City of Boulder spokesman Patrick VonKeyserling.

They are accused of spying on a woman at about 7:30 a.m. Oct. 5 near Euclid Avenue and 11th Street in Boulder. Her blinds were partially open.

The woman told police she was getting ready for work and wasn't fully dressed when she noticed the two men sitting in a truck in the alley.

She said the men drove away once she threatened to call police. The woman said they were in a white city truck with the words "Transportation Maintenance" on the doors.

Boulder Public Works is conducting an internal investigation separate from the police investigation.

"The city takes these kind of allegations very seriously," said VonKeyserling.

According to the affidavit, Travis, 32, and Lee, 33, were the only employees driving that truck that day. They were supposed to be trimming weeds about a mile away from the woman's neighborhood.

That neighborhood is filled with college-age women.

"We're always changing, we're often times in the house by ourselves, so that is pretty scary," said Boulder resident Katherine Colori.
