Colorado Closer To New Ballot Rules

DENVER (AP) -- A proposal to make it harder to change the Colorado Constitution cleared its second big test Friday when the House signed off on the idea.

The measure would make it harder to get a proposal to amend the state Constitution on the ballot. It would also require 60 percent of the vote instead of the current simple majority to make the change.

Lawmakers from both parties say the constitution is confusing because it is too easily changed. However, a new process would have to be approved by voters next year. In 2008, Coloradans rejected a similar idea.

This year's measure passed the House easily Friday. But because the House and Senate have approved different versions, lawmakers will have to resolve differences before the question goes to the governor.
